The Broker Liaison is responsible for overall business development
and marketing tactics related to Hill Physicians member growth
specifically behind Open Enrollment for commercial and Medicare
advantage lines of business. The position scope includes
development of relationships with brokers in all twelve of Hill
Physicians regions, coordination for Medicare Advantage (MA)
enrollment opportunities, and employer relations. This effort will
require marketing and business development experience with a strong
understanding of Medicare and commercial broker functions. -
Ideally the position will be filled by a licensed broker, but not a
requirement. This is a relationship management role, not sales. The
role reports to the Director of Marketing but will work closely
with Government Programs and with Provider Services Teams in two
regions in Northern California. The individual will promote MA and
open enrollment across the organization and will participate in the
system-wide strategic planning processes for and specifically for
MA. Specific Responsibilities
- Supports organizational goals to grow membership enrollment and
retain members with a specific focus on Medicare Advantage
programs
- Acts as a broker liaison to ensure brokers are aware of and
engaged in Hill Physician offerings with specified plans
- Builds, maintains, and manages an efficient, well trained and
effective external distribution channel, including but not limited
to managing relationships with sales agents, field marketing
organizations (including all downline agency levels), community
partners, and providers in order to drive sales via the external
distribution channel.
- Develops and executes Medicare and open enrollment programs and
strategies to promote Health Plan MA sales in accordance with
approved policies. This position is responsible for managing MA
growth activity which will meet or exceed the enrollment goals for
the organization and serve as a subject matter expert (SME) on
Medicare/Commercial lines of business. It includes coordinating
efforts with Regional Provider Services and marketing for all OE
events with a specific focus to build the MA business.
- Understands and abides by the Centers for Medicare & Medicaid
Services (CMS) regulations, Medicare Marketing Guidelines.
Understands the competitive landscape; monitors industry trends,
regulations, and external market forces; provides information
pertinent to business planning.
- Presents analysis, recommendations, plans, and outcomes to
leadership team including marketing, provider network, and
internal/external stakeholder groups based on research on industry
trends.
- Leads the day-to-day activity of Medicare brokers and
respective agencies during Open Enrollment.
- Generates new business through open enrollment by networking
with key stakeholders including community-based organizations,
small businesses, large employment groups, faith-based
organizations, business improvement districts and various city
agencies.Candidate Qualities

an accountable, timely manner
- Subject Matter Expert - must possess and maintain strong
knowledge of Medicare Advantage products and compliance
regulations. Must stay up to date with all Center for Medicare and
Medicaid Services (CMS) rules/regulations and marketing guidelines,
government/state regulations and cascade information downstream to
sales representatives and/or contracted agencies
- Communicator - it is essential to poses outstanding
communication skills spanning written communications and oral
presentations with the ability to synthesize complex data into a
clear and concise presentation
- Marketer - the executional elements of this position will be
supported by the graphic designer on staff but content and project
management to ensure the materials are ready for open enrollment
are the responsibility of this role.
- Responsible to report and provide updates on weekly/monthly
basis
- Responsible to take regular continuing education classes and
pass examinations as required to maintain an active CA Accident and
Health License.
- Assures appropriate market coverage through management and
agent recruiting activities.
- Key role is to prioritize broker relationships according to
their ability to meet or exceed expectations.
- Coordinates response to broker-related complaints.
- Coordinates with the appropriate customer service and Hill
Physicians resources to support broker activities. Job Requirements
- Bachelor's Degree in Healthcare Administration, Business, or
related field
- 4-7 years' experience working in strategic planning, business
operations, or system-wide strategy setting
- 4-7 years' experience in a healthcare environment including,
but not limited to financial analysis, planning, regulatory and/or
business forecasting
- Desired: this person ideally will have CA Accident and Health
LicenseSalary Range$81,200 - $105,600Additional InformationHill
