JOB REQUISITION Senior Benefits Systems Analyst (Temporary))
LOCATION SAN RAMON JOB DESCRIPTION Robert Half is seeking a Senior
Benefits Systems Analyst (TEMPORARY) to be responsible for the
administration systems of all North America benefit offerings,
including benefit eligibility and enrollment platforms, system
integrations, contributions/deductions, etc. The responsibility
includes ongoing operations of regular Staff and Candidate benefits
as well as projects relating to technical aspects of these
programs. He/she is a subject matter expert in Workday and
PeopleSoft system functionality related to benefit and payroll
systems, ensuring compliance with health and welfare benefits,
leave of absence, and time-off programs. Effective critical
thinking, analytical skills, attention to detail,
planning/organizing and a strong technical knowledge are required
to drive timely and accurate results. Adapts quickly to change and
acts as a lead in recommending process improvements in order to
automate and streamline benefit operations, including identifying,
developing and implementing new or redesigned systems, reports and
HRMS-related policies and procedures. Specific responsibilities
include: Responsible for management of various Third Party
Administrator (TPA) benefits administration platforms for both
Regular and Temporary workforce, such as:core administration
platforms, including health & welfare. HSA, FSA, Commuter, COBRA
and direct bill and voluntary benefits. integrations between
PeopleSoft & Workday HCM/Payroll systems and TPA systems.
integrations between vendors to vendors BULLETED ITEMS. .
Responsible for daily operations of data flow between various HRMS
and payroll systems, benefit/savings plans/absence managment
vendors, and third party administrators (TPAs) to ensure the
administration of benefits run smoothly, and act as a point of
contact for benefit system related issues to resolve them in an
expedited manner. Identify and troubleshoot data integrity issues
including conducting regular audits, reviewing system intake and
output, identifying gaps and working with Benefits/Savings
Plans/Absence Management Managers and partners to establish
procedures and processes to enhance data quality and resolving data
issues quickly to minimize employee escalations. Research, analyze,
evaluate, and perform various operational and technical processes
and issues. Be able to interpret data and system functionality and
apply critical thinking to help business make informed decisions.
Pull reports and data requests; develop and run queries using the
Peoplesoft tool. Responsible for analyzing, compiling and
submitting reports and transactions related to compliance such as
San Francisco health care expenditures and Canada taxable benefits.
May conduct analysis on the effect of new laws or regulatory
changes to the organization. Assist with the documentation and
measurement of business processes. This includes the production and
maintenance of process flows ensuring detailed procedures are
documented. Analyze process flows to identify opportunities to
streamline and increase efficiency. Use data or reports from
various systems to conduct cost/benefit analyses for special
projects. Interpret and articulate impacts/savings. Research,
evaluate and make recommendations for changes using internal data,
market trends and best practices. Act as liaison and a
benefits/savings plans/absence management expert to provide
business requirements to partners when implementing changes.
Collaborate with various teams to support change management.
Identify if a system change will impact benefits or other areas of
HRMS, communicate impact, assist in establishing priorities for
department and ensure all changes are migrated to production
accurately. Act as a lead for Benefits with system upgrades,
evaluate and implement enhancements to drive operational
efficiency. Lead and coordinate user testing efforts of system
changes/enhancements including the creation of test plans and test
scenarios for benefits savings plans/absence management. Monitor
user testing, raise issues, and work with appropriate parties to
ensure testing is completed accurately, and results are documented
properly for final sign-off to move change to production. Manage
Open Enrollment system platforms, including setup, testing, new
vendor/carrier implementation, benefit salary changes and
end-to-end process for enrollment data flow and metrics. Manage
Year-End project and complete tasks timely such as ensuring
benefits and deductions end and begin appropriately (testing and
production) in multiple payroll systems, providing health care
values for W-2, data for ACA 1094/1095-C reporting requirements,
etc. Adapt quickly to change. Have effective planning and
organizing to implement program changes. Qualifications: Bachelor's
degree. 5+ years of experience in Benefits with large employer
Health and Welfare focus. Strong technical skills and experience
with vendor management, especially benefit outsourced systems &
integrations, are necessary. Solid analytical skills and proficient
in computer skills, particularly Microsoft Office (Excel, Word,
PowerPoint, etc.). PeopleSoft and Workday HCM and payroll
experience is desirable. Ability to work in a fast pace
environment, exercise independent discretion, sound judgment, react
with a sense of urgency to critical issues, proactively
troubleshoot and resolve expeditiously to drive results. Knowledge
in health and benefit policies and regulations (ERISA, ACA, HIPAA,
etc.) desired. Strong oral and written communication and
consultative skills. Reliable, detail oriented and responsive to
complex issues. Team player with excellent interpersonal skills.
