Requisition ID# 148186Job Category: Compliance / Risk / Quality AssuranceJob Level: Manager/PrincipalBusiness Unit: Operations - OtherWork Type: HybridJob Location: San RamonDepartment OverviewThe Vegetation Management (VM) and System Inspection (SI) Process and Organizational Development team initiates, monitors, coordinates and supports process improvement initiatives that have a direct impact on VMSI work efficiency objectives and support VMSI overall strategic plan. The team partners closely with leaders in Vegetation Management and System Inspection Execution, Vegetation Management Quality Control, Risk and Regulatory Compliance, and Quality Verification/Assurance to select and drive relevant projects to greater efficiency and productivity.Position SummaryOversees the creation and maintenance of electric compliance programs as well as the audit and quality activities for program monitoring and governance. Leads the creation, maintenance, and oversight of activities for both external regulatory compliance requirements and internal company requirements. Oversees the data warehousing and analysis related to compliance and the audit activities for monitoring and governance. Ensures that work is done consistent with procedures and guidelines and that group objectives are met.

  • This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.CA Minimum: $125,000CA Maximum: $215,000&/ORBay Minimum: $132,000Bay Maximum: $226,000This job is also eligible to participate in PG&E's discretionary incentive compensation programs.Job Responsibilities
    • Oversees the quality assurance program(s) which includes ongoing audits of the programs within Electric Operations, and other organizations that may own or operate covered assets.
    • Develops and maintains the compliance evidence record and repository. May oversee staff specialized in this function.
    • Provides PG&E General Rate Case (GRC) or Transmission Owner (TO) Rate Case support as a subject matter expert for compliance programs. May act as the Witness and testify before the CPUC as part of the GRC or FERC regulatory filing processes.
    • Works on special projects and process improvement initiatives in Electric Operations as they relate to compliance programs, such as benchmarking best practices in the industry and implementing recommended improvements. Assesses and determines potential impacts. Recommends responses to challenges.
    • Presents to executives on programmatic details in response to risk management requests, regulatory items, and other external communications.
    • Determines most effective department metrics to measure performance against annual or longer-term goals and objectives for time bound projects or ongoing operational work. Regularly presents department scorecard to senior management and adjusts based on business needs.
    • Develops and manages department budget, regularly monitoring expenses against forecast, providing explanation or justification for budget items and/or variances.
    • May be responsible for implementation of the Internal Compliance Program (ICP) for both external regulatory compliance requirements and internal company requirements for Bulk Electric System (BES) assets, general 100 kV and above. The ICP includes the oversight of all aspects operations, maintenance, and engineering programs.
    • May oversee the creation and maintenance of multiple compliance programs for Distribution Operations. Coaches and guides program managers and reviews in detail proposed programs for feasibility, completeness and compliance. Oversees continual program process improvement, which includes benchmarking with other utilities, collaborating with Engineering, Standards, Work Methods & Procedures, M&C, etc., developing high level financial forecasts, and presenting to senior leadership.
    • May be responsible for the regulatory compliance of the department's programs, which includes meeting on a regular basis with Legal, Regulatory Relations, and the CPUC, and formally investigation and responding to CPUC Audits, Data Requests, and Notice of Violations. Work with regulators and other internal LOBs regarding regulatory rules changes and supporting processes.
    • May preform the function of Primary Compliance Contact for the Company as defined in the NERC Rules of Procedure.
    • May be responsible for high level financial oversight of certain distribution inspection, maintenance, and project Major Work Categories (MWCs) and ensuring that work is performed within budget and on schedule. Works closely with Strategic Business Management, Business Finance, and execution organization (M&C, Restoration, etc) during financial cycles and during development of annual financial targets.
    • Manages staff to accomplish results through effective recruitment and selection, training and development.QualificationsMinimum:
      • Bachelors Degree or equivalent experience
      • Experience in electric utility, 8 years
      • 5 years of experience as a program or project manager.
      • Ability to travel up to 40% of working time with occasional overnight stays.Desired:
        • Bachelors Degree in Engineering or equivalent experience
        • PMI-Project Management Institute PMP-Project Management Professional certification
        • PE-Professional Engineer license
        • LSS-Lean Six Sigma Black Belt certification
        • NERC-North American Electric Reliability Corporation System Operator certification#featuredjob
